1935년부터 당시 전남도지사였던 일본인 야지마는 신시가지 확장을 위해 [[경양방죽]]을 매립하기 위한 계획을 비밀리에 수립하였다. 그러나 한국인 부지사였던 박계일이 이 사실을 지방 유지들에게 알리게 되고, [[최흥종]] 목사를 대표로 하여 [[경양방죽_매립_반대_투쟁위원회]]를 만들어 강력한 반대 운동을 벌였다. 이에 일제는 어쩔 수 없이 경양방죽의 3분의 2만 매립하기로 계획을 변경하여 추진하게 되었다. 이 때가 [[경양방죽]]의 1차 매립이다.<br />
